Will everyone receive a vote-by-mail ballot?

Only “active” registered voters will automatically receive a vote-by-mail ballot, with a pre-paid postage return envelope included. New Jersey considers voters inactive when official election mail (e.g., a sample ballot) was previously returned as undeliverable or states the voter has moved, indicating that the voter no longer resides at the address listed on their registration. Inactive voters can vote provisionally at a polling location on Election Day or contact their local election officials to update their information and request a vote-by-mail ballot to their current address.
