Dr. Scott Nolen comes to us with an impressive and varied background of direct service, research and policy experience. To highlight a few details, Scott recently completed an American Academy for the Advancement of Science Congressional Fellowship working in the office of Senator Olympia Snowe as a health policy advisor. His work in Senator Snowe’s office focused on legal and policy research related to health care reform in general, as well as Medicaid and Medicare.
Dr. Nolen earned a Ph.D. in Clinical Psychology from Duke University and completed both a clinical internship and post-doctoral fellowship at Harvard/Boston Children’s Hospital. After his post-doctoral experience, he was drawn to law school to develop expertise in policy and legal issues related to children and families in need. He graduated from Harvard Law School and went directly into a research fellowship at New York State Psychiatric Institute/Columbia University, working in the Center for Promotion of Mental Health in Juvenile Justice.
Dr. Nolen will be taking on the Equal Justice portfolio. Among other things, he will work on the Juvenile Justice Waiver initiative, the “Free and Responsible Markets” Study and preparing for reintroduction of some of the outstanding workforce reentry objectives in the State Legislature. Scott will also take the helm of our media shop and begin to help the Institute develop a systemic model for enhancing its communications efforts.
